A difference of more than an inch means you have not fully leveled the base. Correct it now by digging out low areas rather than piling soil to compensate.

Check the drainage by pouring a bucket of water into the low end and the high end. It should soak in within a few minutes, not sit in a puddle. If water pools, your base layer is compacted or you have a low spot. Add coarse sand or fine gravel to the base and redistribute the soil. Do not plant until the bed drains freely.
